Although you can download content and be quite flexible with what you do with it on PS3 such as send it to your PSP etc, it seems if you delete a movie you've purchased you're buggered.
Apparently if you delete a movie from your PS3 hard drive to make space, or by accident or for whatever reason, it's gone. However, this is stated on the PS3 support page and if you ask real nice, Sony will provide a one off courtesy download. Hmm... more at the source.
